Abstract

Indecisiveness and ineffectiveness of local budget spending budget led to the reform of the budget process, as a municipality, and the country as a whole. This article discusses the introduction of program-oriented approach in shaping spending on social policy in the Vladivostok city district. Develop targeted program planning began with the Russian Federation Government of 30.06.2010 № 1101-p "On approval of the Government of the Russian Federation to improve the efficiency of budget expenditures for the period up to 2012." Vladivostok city district began its transition to the program budget in 2013 to effectively explore in this article.
